That project, now under construction, will eventually terminate with a modern roundabout near Prestonsburg Elementary School at KY-404. While the parkway will improve long-term connectivity, the construction zone and increased traffic during the build period create new crash conditions for Floyd County drivers.

KY-3, which runs from Prestonsburg northeast through Auxier and into Johnson County, is also part of the Coal Haul Highway System, authorized for 350 annual tons. A 2022 KYTC corridor study documented 105 crashes on KY-3 study area routes over a five-year period, including three fatalities. The study also noted that the KY-3/KY-3051 intersection sees frequent crashes, and that road shading along the corridor causes ice to melt slowly in winter. This is a distinct hazard from the more commonly discussed black ice on bridge decks.

Mountain Parkway Construction Zone and KY-114

The Mountain Parkway Expansion Magoffin-Floyd segment broke ground in August 2025. The 13-mile new highway will eventually bring a modern roundabout to Prestonsburg at KY-404. Until construction is complete, KY-114 and US-460 between Salyersville and Prestonsburg carry significantly elevated traffic loads, including construction equipment, while road conditions shift frequently. Construction zones are among the most dangerous sections of road in any active build environment.
